If you work in aesthetics in Indiana, you’ve probably heard a lot of conflicting information about microneedling and whether estheticians are legally allowed to perform it. Over the past year, many providers have been told different things by inspectors, educators, and other professionals.

Recently, the Indiana legislature introduced and passed a bill intended to clarify and expand the scope of practice for licensed estheticians, including microneedling. Below is a simplified breakdown of what has happened, what the bill actually does, and what the timeline looks like moving forward.


Why There Has Been So Much Confusion

For years, Indiana’s cosmetology statutes defined what estheticians could do in broad terms such as:

  • skin care
  • cleansing
  • exfoliation
  • beautification of the skin

However, microneedling was never specifically defined in the law. Because of this, some regulators began interpreting microneedling as a medical procedure, while many licensed estheticians across the country continued performing the service as part of advanced aesthetic practice.

This created a situation where interpretation — not statute — was driving enforcement.

In other words, the law itself did not clearly prohibit microneedling, but some regulators argued it fell outside the existing definition of esthetics.


What Changed in 2026

In response to industry confusion and enforcement inconsistencies, Indiana lawmakers introduced legislation to modernize and clarify the scope of practice for estheticians.

The bill addressing this issue is House Bill 1131 (HB1131).

The goal of the bill is simple:

Clearly define certain modern aesthetic services within Indiana law.

That includes procedures that have become common in professional skincare practices across the country.


Timeline of the Bill

Here is the simplified legislative timeline.

January 22, 2026
HB1131 passed the Indiana House of Representatives with strong bipartisan support.

February 12, 2026
The bill passed the Indiana Senate.

February 13, 2026
The bill returned to the House without amendments, meaning both chambers agreed on the same version.

At this stage, the bill becomes what is called an “enrolled act.”

That means the legislature has approved it and it moves to the Governor’s desk for signature.


What the Bill Actually Changes

HB1131 expands the statutory definition of what licensed estheticians are permitted to do.

One of the most important additions is a legal definition of microneedling within the scope of esthetic practice.

This change removes the ambiguity that previously allowed different regulators to interpret the law differently.

Under the bill:

  • Licensed estheticians may perform microneedling
  • Providers must be able to show proof of appropriate training or certification
  • The Professional Licensing Agency (PLA) retains authority to enforce safety and compliance standards

The goal is not to deregulate the industry, but rather to align the law with modern aesthetic practice while maintaining professional standards.


When the Law Takes Effect

Most professional licensing laws in Indiana become effective on July 1 of the year they are passed.

If HB1131 follows the standard timeline, the expanded esthetician scope will take effect:

July 1, 2026

At that point, microneedling will be explicitly included within the legal scope of practice for licensed estheticians in Indiana, provided they have proper training documentation.
